Authorizes licensed prescribers at Class II or Class III institutional pharmacies to dispense up to a 24-hour supply of medicinal drugs to emergency department patients or discharged hospital inpatients when community pharmacy services are not readily accessible, with prescriber follow-up required for longer periods.

Allows community pharmacies to provide outpatient dispensing services through automated pharmacy systems located remotely from the pharmacy, subject to supervision by a licensed pharmacist and restrictions on controlled substances.

Requires medicinal drugs stored in automated pharmacy systems for outpatient dispensing to be considered part of the community pharmacy's inventory and considered dispensed by that pharmacy.

Mandates the Board of Pharmacy adopt rules governing automated pharmacy system use, including recordkeeping, security, and labeling requirements by January 1, 2005.

Effective date: July 1, 2019.
