Defines "dangerous or deadly weapon" as any firearm or weapon capable of causing death or serious bodily injury, and "large-scale event" as a public or private event with more than 100 persons at sports arenas, stadiums, convention halls, amusement facilities, outdoor concert venues, or government-owned property.

Authorizes law enforcement agencies to use drones to prepare for or monitor safety and security at large-scale events for legitimate public safety purposes including evaluating crowd size, assessing vulnerabilities, determining staffing levels, and identifying possible criminal activity.

Prohibits law enforcement agencies using drones at large-scale events from firing projectiles, equipping drones with tear gas canisters, stun gun technology, or any other dangerous or deadly weapons.

Establishes penalties for operating drones over critical infrastructure facilities as a second-degree misdemeanor, with first-degree misdemeanor penalties for repeat violations; exempts federal, state, and local government entities acting in compliance with drone regulations.

Takes effect July 1, 2019.
