Applicants must pay only 50 percent of permit fees upon application receipt, with fees reduced by 10 percent for every 10 business days the local government misses its processing deadline; refunds issued if total reductions exceed 50 percent.

Expedited procedures apply to specified permit categories including accessory structures, alarms, nonresidential buildings of any size, electrical, mechanical, plumbing, and residential units, but exclude wireless communications facilities and permits with different statutory timeframes.
