Revises Florida clerk of court budget procedures to include unspent revenues from prior years, budget amendments, and appropriations when calculating available funds for court-related functions.

Expands the Florida Clerks of Court Operations Corporation's duties to certify budget variances exceeding 5 percent, submit legislative budget requests, request budget amendments, and manage temporary fund transfers from the State Treasury.

Redirects certain remitted fines, fees, and costs to the Clerks of the Court Trust Fund instead of the General Revenue Fund, with the corporation certifying unspent funds for Department of Revenue review.

Authorizes circuit court clerks to submit quarterly reimbursement requests to the corporation at $195 per case for waived costs related to indigency determinations, mental health proceedings, substance abuse assessments, and risk protection orders.

Appropriates $39,220,115 from General Revenue Fund to the Clerks of the Court Trust Fund for fiscal year 2019-2020 to cover certified reimbursement requests; effective October 1, 2019.
