Amends section 28.345 to clarify that public guardians and other specified entities are exempt from court-related fees and charges, and that fee exemptions apply to state agencies, state entities, and parties represented by these entities.

Amends section 744.2008 to change court authority regarding public guardian proceedings from mandatory ("shall") to discretionary ("may") when waiving court costs and filing fees for appointments and proceedings involving public guardians' wards.

Amends section 744.3675 to allow physician assistants and advanced practice registered nurses to prepare the medical examination report required in annual guardianship plans, in addition to physicians.

Takes effect July 1, 2019.
