Local government must provide 3 years' notice to private waste companies before displacing them with municipal solid waste collection services.

At the end of the 3-year notice period, local government shall pay displaced companies compensation equal to 15 months' gross receipts for the displaced service in the affected area.

The 3-year notice period ends early if the private company ceases providing service within the displacement area.

Removes the provision allowing local government and private waste companies to negotiate alternative notice periods or compensation amounts.

Takes effect July 1, 2019.
