Allows craft distilleries to hold up to three vendor's licenses for alcoholic beverage sales, with vendor premises required to be contiguous to the distillery's manufacturing location.

Reduces the craft distillery production threshold from 250,000 gallons to 75,000 gallons per calendar year and eliminates the previous six-container purchase limit for consumers.

Permits craft distilleries meeting specific criteria (60 percent of spirits made with in-state agricultural products and open to public at least 30 hours weekly) to be licensed as distributors.

Authorizes craft distilleries to transfer up to 75,000 gallons per calendar year to souvenir gift shops and requires them to report excise taxes in monthly reports to the Division of Alcoholic Beverages and Tobacco.

Prohibits transfer of distillery licenses or ownership interests to entities with ownership in other distilleries, unless those distilleries also produce 75,000 or fewer gallons annually, and authorizes spirituous beverage tastings at licensed premises.
