Creates Section 1002.24 establishing a "Students' Bill of Rights" guaranteeing all students the right to attend structurally sound, accessible schools that meet specific safety, fire safety, sanitation, and accessibility standards.

Requires all new school construction located outside evacuation zones to comply with public shelter design criteria to minimize impact from hurricanes and natural disasters.

Mandates that district school boards, state scholarship-participating private schools, and non-district charter schools adopt procedures ensuring compliance; requires Department of Education verification for existing schools by June 1, 2022, and for newly constructed schools after June 1, 2023.

Amends charter school facility requirements to require startup charter schools to comply with State Requirements for Educational Facilities and the Florida Building Code, with verification results published by August 1 each year.

Requires governing authorities of state scholarship-participating private schools to ensure any new construction, remodeling, or renovation complies with the Florida Building Code and State Requirements for Educational Facilities; effective July 1, 2019.
