Authorizes local governments to establish maximum rates for towing, immobilization, and storage of vehicles and vessels on private property and in accident scenes.

Prohibits counties and municipalities from imposing fees or charges on authorized wrecker operators and towing businesses for towing, impounding, or storing vehicles or vessels, with exceptions for reasonable business taxes and administrative fees.

Prohibits local governments from requiring wrecker operators to accept credit cards as payment; if they decline, they must maintain an operable ATM at their place of business.

Authorizes towing operators to place liens on vehicles and vessels to recover reasonable towing, administrative, and storage fees.

Prohibits municipalities and counties from authorizing or regulating attorney fees in connection with towing from private property; this authority is expressly preempted to the state.
