Creates the Consumer Fraud, Identity Theft, and Skimmer Working Group as an advisory committee adjunct to the Department of Agriculture and Consumer Services to develop a plan combating identity theft, credit card fraud, and consumer financial fraud at retail petroleum facilities

Working group composed of 14 members including representatives from Agriculture and Consumer Services (chair), Legal Affairs, Financial Services, Law Enforcement, the Governor, Senate President, House Speaker, an assistant state attorney, an active law enforcement officer, an identity theft victim, a credit reporting agency representative, and a major credit card company representative

Working group must meet at least four times per year and submit a comprehensive plan to the Governor, President of the Senate, and Speaker of the House by December 31, 2021

Working group is subject to section 570.232 of Florida Statutes

Act takes effect July 1, 2019
