Requires the Department of Business and Professional Regulation to prescribe a mandatory 1-hour course on domestic violence and sexual assault awareness as a condition for barber license renewal.

Requires the Board of Cosmetology to prescribe a mandatory 1-hour biennial course on domestic violence and sexual assault awareness for cosmetologist and specialist license renewal.

Limits additional continuing education requirements for cosmetologists and specialists to not exceed 16 hours biennially, covering subjects including HIV/AIDS, OSHA regulations, workers' compensation, state and federal laws, chemical safety, and environmental issues.

Permits continuing education courses completed at approved cosmetology conferences to count toward required continuing education hours.

Takes effect July 1, 2019.
