• Directs the Office of Energy within the Department of Agriculture and Consumer Services to develop a statewide plan to generate 100 percent of Florida's energy from renewable sources by 2050, with an interim goal of at least 40 percent by 2030.

• Requires public agencies, state colleges and universities, and public utilities to cooperate with the Office of Energy in developing and implementing the plan.

• Plan must consider the impact of renewable energy incentives, programs emphasizing solar and distributed resources including energy storage, and power purchase agreements on achieving 100 percent renewable energy generation.

• Identifies intended benefits including displacing fossil fuel consumption, reducing air pollution, supporting reliable electrical grid operation, and enhancing economic development and job creation in the clean energy industry.

• Requires submission of the statewide plan to the Governor and Legislature by January 1, 2021, with annual progress updates thereafter; effective July 1, 2019.
