Creates Chapter 908, Florida Statutes (the "Florida Trust Act"), establishing restrictions on state and local law enforcement involvement in federal immigration enforcement.

Prohibits state and local law enforcement agencies, school officers, and security agencies from using resources to investigate, arrest, or detain persons for immigration enforcement purposes, including responding to immigration holds, detainers, and civil immigration warrants.

Restricts law enforcement and health care providers from inquiring about or recording immigration status information, except when directly relevant to eligibility for specific assistance, ongoing law enforcement investigations, or required by federal or state law.

Requires the Attorney General to develop model policies for K-12 schools, colleges, hospitals, and courthouses to ensure accessibility regardless of immigration status and establishes a complaint process for violations.

Provides that persons unable to afford legal counsel facing removal proceedings are entitled to representation if they were present in Florida when questioned, detained, or charged.

Effective July 1, 2019.
