Proposes constitutional amendments to make the Commissioner of Education an elected statewide position and a member of the Cabinet and State Board of Education, effective June 1, 2021.

From June 1, 2021 through January 3, 2023, the Commissioner of Education shall be appointed by the Governor subject to Senate confirmation; beginning with the 2022 statewide general election and every four years thereafter, the position shall be filled by statewide election.

Requires the Commissioner of Education to be at least 30 years old, a registered elector, and a Florida resident for the preceding seven years.

Changes the Cabinet composition to include the Commissioner of Education alongside the Attorney General, Chief Financial Officer, and Commissioner of Agriculture.

Modifies the State Board of Education to consist of the Commissioner of Education as chair plus seven members appointed by the Governor and confirmed by the Senate to staggered 4-year terms; amendments subject to voter approval at the next general election.
