HB 1311 Summary - "Keep Florida Healthy and Working Act"

• Increases hospital assessment on net operating revenues by 1.5% starting October 1, 2019, with funds used exclusively for nonfederal share of Medicaid expansion and administrative costs.

• Expands Medicaid eligibility to individuals earning up to 138% of federal poverty level by January 1, 2020, with agency required to submit state plan amendments by July 1, 2019.

• Implements Florida COMPASS demonstration project allowing newly eligible individuals to enroll in managed care plans or receive premium assistance for employer-sponsored insurance, with Health and Wellness Accounts (HWAs) established for cost-sharing and premium payments.

• Establishes Training, Education, Employment and Opportunity Program (TEEOP) requiring able-bodied Medicaid enrollees to participate in work activities, education, or community engagement with escalating hour requirements; includes specified exemptions for children, elderly, disabled, and other groups.

• Creates Medicaid Access and Coverage Council within Agency for Health Care Administration to oversee expansion implementation, with authority to award outreach and enrollment grants and submit reports on targeted rate enhancements.

• Appropriates $12 million nonrecurring and $246 million recurring funds for 2019-2020, plus $2.2 billion federal funds for newly eligible enrollees.
