Allows reallocation of up to 50 percent of unencumbered Crime Stoppers Trust Fund returns from one judicial circuit to other circuits for special crime stoppers initiatives, effective July 1, 2019.

Specifies eight permissible uses for grant funds awarded to counties: arrests, recovery of stolen property or narcotics, recovery of homicide victim bodies, recovery of human trafficking victims or missing persons, recovery of illegal firearms on school campuses, prevention of terrorist acts, and solving cold cases unsolved for 1+ years.

Creates criminal penalties as a third-degree felony for unauthorized disclosure of privileged communications or protected information related to crime stoppers organizations, punishable under sections 775.082, 775.083, or 775.084.

Exempts from disclosure penalties: persons providing the privileged communication, law enforcement officers and employees acting within official duties, and the Department of Legal Affairs, while preserving criminal defendants' discovery rights.

Takes effect October 1, 2019, except provisions on disclosure penalties which take effect immediately upon enactment.
