Amends chapter 67-764, Laws of Florida, to modify the powers and duties of the Reedy Creek Improvement District Board of Supervisors in Osceola County.

Establishes that a special magistrate's decision shall be final and binding on both the public employer and employee organization regarding all disputed impasse issues in labor negotiations under Florida Statutes section 447.403.

Specifies that if parties do not ratify a negotiated agreement, the special magistrate's decision and agreed-upon issues take effect immediately for the remainder of the fiscal year, except for contractual provisions requiring ratification such as preambles, recognition clauses, and duration clauses.

Removes language authorizing the District to construct and operate "plants and facilities for the generation and transmission of power through nuclear fission" while retaining authority for other experimental power sources.

Takes effect upon becoming law.
