Creates the Classroom Teacher Student Loan Forgiveness Program administered by the Department of Education to recruit and retain teachers in public schools with at least 50-percent year-to-year teacher turnover rates.

Eligible participants must be Florida residents with a bachelor's degree or higher in education from an in-state institution, employed as classroom teachers at qualifying high-turnover schools, and enrolled in federal income-based student loan repayment programs.

Department shall make equal monthly payments of minimum $4,000 per year for 5 years directly to loan holders for qualifying loans under the Higher Education Act of 1965; payments are not taxable income and the state is not responsible for remaining balances.

Participants maintain eligibility by continuing to teach at their original school or at another public school with at least 50-percent year-to-year teacher turnover rate.

Repeals the Florida Best and Brightest Teacher Scholarship Program and the Florida Best and Brightest Principal Scholarship Program, and waives initial certification examination fees for individuals taking exams for the first time.
