Florida Building Commission may approve updates to the Florida Building Code every 3 years without requiring a finding that updates are needed to accommodate state-specific needs.

Local governments cannot carry forward unexpended building code enforcement fees exceeding the average of their operating budget for the previous 4 fiscal years, with an exception for governments with a Building Inspections Fund Advisory Board established as of January 1, 2019.

Local governments must use excess funds prohibited from being carried forward for rebates or reduction of fees, and cannot use building code fees for planning, zoning, public building inspections, or other general government activities.

Local enforcement agencies cannot require additional fees for proof of contractor licensure, recording/filing licenses, or evidence of workers' compensation insurance coverage.

A notice of claim filed under the notice and opportunity to repair provisions is not considered an action for statute of limitations purposes under chapter 95, effective July 1, 2020.
