• Reclassifies violation of infant born alive protections from felony of the third degree to misdemeanor of the first degree.

• Requires physicians to obtain notarized written consent from a minor's parent or legal guardian before performing abortion on a minor, with exceptions for medical emergencies and judicial waiver.

• Parent or legal guardian must provide government-issued identification and execute a notarized statement consenting to the procedure; physician must maintain records for 5-7 years.

• Establishes judicial waiver process allowing minors to petition circuit court for waiver based on maturity or best interest (if victim of abuse or notification would be harmful); court must rule within 3 business days with expedited appeal rights.

• Takes effect July 1, 2019.
