Requires $100 million annual appropriation to the Florida Forever Trust Fund beginning in fiscal year 2019-2020 and each fiscal year thereafter.

Allocates minimum of 25 percent or $200 million annually for Everglades restoration projects including the Comprehensive Everglades Restoration Plan, with $32 million directed to South Florida Water Management District through fiscal year 2023-2024.

Designates minimum of 7.6 percent or $50 million annually for spring restoration, protection, and management projects.

Appropriates $64 million annually to Everglades Trust Fund for the EAA reservoir project, with unused funds available for Phase II of C-51 reservoir project or other identified projects.

Prohibits Land Acquisition Trust Fund moneys from being used for executive, administrative, technology, and support services costs within the Department of Environmental Protection, Department of Agriculture and Consumer Services, Fish and Wildlife Conservation Commission, and Department of State.
