Creates a special zone in St. Cloud called the "Downtown Restaurant Area" with specific geographic boundaries including designated blocks, streets, and portions of an abandoned railroad right-of-way in Osceola County.

Authorizes the Division of Alcoholic Beverages and Tobacco to issue special alcoholic beverage licenses to restaurants within the Downtown Restaurant Area that meet specific requirements: at least 1,500 square feet of contiguous space and capacity to serve meals to at least 65 persons simultaneously.

Requires licensed restaurants to derive at least 51 percent of gross food and beverage revenue from the sale of food and nonalcoholic beverages during the first 60-day operating period and each subsequent 12-month operating period.

Mandates revocation or denial of permanent licensure for restaurants failing to meet the 51 percent food and nonalcoholic beverage revenue requirement, with ineligibility for 120 days after final denial or revocation for the licensee and any required qualifiers.

Takes effect upon becoming law.
