Amends chapter 2005-341, Laws of Florida, to change the North Springs Improvement District Board of Supervisors from a landowner-elected board to a board elected by qualified electors of the district.

Removes residential requirements stating board members must be Broward County residents and eliminates the landowner requirement for board membership.

Establishes three board seats with residency requirements: Seat 1 must be an elector and resident of City of Parkland; Seat 2 must be an elector and resident of City of Coral Springs; Seat 3 must be an elector and resident of the district.

Current board members as of October 1, 2018, shall serve until certification of the November 2020 election results, with the first election held in conjunction with the November 2020 general election.

Sets candidate qualifying fees at 3 percent of $4,800 for filing fee and 1 percent of $4,800 for election assessment, with the Broward County Supervisor of Elections administering the election process.
