• Authorizes the Public Service Commission to designate commercial mobile radio service providers as eligible telecommunications carriers for providing Lifeline service, notwithstanding existing exemptions from commission oversight.

• Changes Lifeline income eligibility threshold from 135 percent to 150 percent of the federal poverty income guidelines.

• Removes the 60-day demonstration period for continued eligibility and instead requires subscribers to furnish proof of eligibility upon request from the carrier or the Federal Communications Commission or its designee.

• Expands entities that may receive confidential Lifeline participant information to include the Federal Communications Commission and its designee, in addition to telecommunications carriers.

• Takes effect upon becoming law.
