Creates new statute prohibiting persons, including legislators, from engaging in disorderly or contemptuous conduct before legislative committees, including knowingly making materially false statements under oath or not.

Establishes punishment during legislative session of up to $1,000 fine or 90 days county jail imprisonment, with fines deposited in Lobbyist Registration Trust Fund; interim period violations constitute second-degree misdemeanor.

Provides investigation and hearing procedure whereby rules chair reviews complaints, refers to special master or committee for probable cause determination, and house votes on punishment if violation found.

Amends candidate oath to require candidates to "speak the truth, the whole truth, and nothing but the truth during his or her campaign for office."

Prohibits candidates from knowingly making or causing materially false statements about opposing candidates; violations result in up to $1,000 civil penalty and second-degree misdemeanor charges, with penalties deposited in General Revenue Fund.
