Creates the "Florida Instructional Personnel Fair Pay Act" requiring the Legislature to fund the Florida Education Finance Program to ensure collectively bargained salary schedules provide a living wage for instructional personnel while maintaining adequate funding for other education programs.

Provides instructional personnel with a 5 percent salary increase effective July 1, 2020, based on their June 30, 2019 base salary.

Provides instructional personnel with 4 percent salary increases effective July 1, 2021 and July 1, 2022, based on their prior year base salaries.

Creates the "Florida Educational Support Employees Fair Pay Act" with identical living wage requirements and salary increase provisions for educational support employees as specified for instructional personnel.

Takes effect July 1, 2019.
