Updates public hearing notice requirements for the Melbourne-Tillman Water Control District's 2019-2020 budget year to require publication in a newspaper of general circulation in Brevard County at least 7 days before the hearing.

Changes the voting requirement for stormwater management user fees from a super-majority vote to a majority vote of the Brevard County Board of Commissioners, with at least one County Commissioner whose residency area lies wholly or partially within the District voting in the affirmative.

Establishes that stormwater management user fees, when created, must be established by Board of Directors resolution and approved by the County Commission vote specified above.

Declares stormwater management user fees to be reasonable and necessary for the District's obligations and duties, with all fee proceeds designated as payment for use of the District's stormwater management system.

Takes effect upon becoming law.
