Amends section 960.001, Florida Statutes to modify guidelines for fair treatment of victims and witnesses in the criminal and juvenile justice systems.

Requires law enforcement agencies to promptly return a victim's property held for evidentiary purposes unless there is a compelling law enforcement reason to retain it.

Requires law enforcement agencies to provide victims with instructions outlining the replevin action process and procedures under section 539.001(15) for recovering property located in a pawnshop.

Requires law enforcement agencies to promptly make reasonable efforts to provide victims with the name and location of any pawnshop where the victim's property is located.

Effective date: July 1, 2019.
