HB 5201 - Medicaid Summary

• Updates dates for the Agency for Persons with Disabilities and Agency for Health Care Administration to develop a Medicaid waiver program redesign plan, with submission to Legislature by September 30, 2019 and implementation by July 1, 2020.

• Requires the Agency for Health Care Administration to make retroactive Medicaid payments for eligible children and pregnant women up to 90 days before application submission, and for nonpregnant adults back to the first day of the month the application was submitted, effective July 1, 2019.

• Authorizes the Agency for Health Care Administration to receive funds from state entities including the Department of Health and local governments to make Low Income Pool Program payments and special exception payments.

• Revises data used to calculate disproportionate share hospital payments, changing from 2011-2013 audited data to 2010-2012 audited data for the 2019-2020 fiscal year.

• Requires Florida Healthy Kids Corporation insurers and health care service providers that achieve annual medical loss ratios below 85 percent to refund excess amounts to the state's General Revenue Fund.
