Removes the 24-hour waiting period requirement between physician notification and abortion procedure, except in cases where a woman is not a victim of rape, incest, domestic violence, or human trafficking.

Eliminates restrictions on state agencies, local government entities, and Medicaid managed care plans from contracting with or funding organizations that perform abortions.

Removes the requirement that the Agency for Health Care Administration review abortion clinic patient records during licensure inspections, reducing the inspection requirement from 100 percent to at least 50 percent of patient records.

Maintains informed consent requirements including physician counseling on procedure risks, fetal gestational age verification by ultrasound, and provision of department-prepared materials on fetal development and pregnancy alternatives.

Takes effect July 1, 2019.
