Appropriates $1.9 million from the General Revenue Fund to compensate Barney Brown for 38 years of wrongful incarceration following his 1970 conviction for rape and robbery in Miami-Dade County

Brown's conviction was vacated in September 2008 by the 11th Judicial Circuit Court due to significant doubt regarding his guilt, despite having been previously acquitted of the same charges in juvenile court

Payment constitutes full and final compensation for all present and future claims related to the wrongful incarceration, with no additional awards permitted for attorney fees, lobbying fees, or other costs

Does not waive sovereign immunity or increase liability limits for the state or any entity subject to Florida Statutes Section 768.28
