Orange County authorized to appropriate $750,000 to Robert Allan Smith as compensation for injuries sustained when an Orange County employee negligently collided with Smith's motorcycle on September 7, 2006, resulting in amputation of his right leg and other severe injuries.

Final judgment against Orange County was $2,913,536.09, with the county having already paid $100,000 under statutory liability limits, leaving an unpaid balance of $2,813,536.09.

State lien interests related to Smith's claim for treatment and care are waived or extinguished, excluding any federal portion of liens.

Combined payments from Orange County under existing statute and this act constitute sole compensation for all claims arising from the incident; attorney fees capped at $150,000, lobbying fees at $37,500, and other costs at $71,511.15.

Act takes effect upon becoming law.
