Authorizes Hillsborough County to pay $400,000 to the Estate of Darcia Lynn Dominguez in two equal installments of $200,000 each, with the first payment due in October following enactment and the second payment due the following October.

Compensates the surviving family of Darcia Lynn Dominguez (her spouse Jorge L. Dominguez and three daughters) for her wrongful death resulting from negligence by Hillsborough County and county employee Santiago Hasbun in a February 6, 2010 traffic accident on Veterans Expressway in Tampa.

County employee failed to remove a disabled tractor-trailer from the highway despite engine failure warnings and available safe parking space, and failed to place required emergency warning markers, which proximately caused Ms. Dominguez to crash into the stationary vehicle.

Combined with the county's prior $200,000 sovereign immunity payment and separate insurance settlement, this $400,000 appropriation represents the total compensation for all present and future claims related to the death.

Limits attorney fees to $100,000, prohibits lobbying fees, and caps costs or similar expenses at $5,892.83 from the awarded amount.
