Exempts all secure login credentials held by the Commission on Ethics from public records requirements under Florida law and the state constitution.

Exempts information entered into the electronic filing system for financial disclosures from public records requirements until the disclosure or statement is submitted to the commission or filed with a qualifying officer.

Exemption sunsets on October 2, 2024, unless the Legislature reviews and reenacts the provision under the Open Government Sunset Review Act.

Requires balance between public access to filed financial disclosures and filers' protection from identity theft and financial harm from unintentional publication of sensitive information.

Takes effect on the same date as HB 7021 or similar legislation, if adopted in the same legislative session and becomes law.
