Defines "fracking" as well intervention performed by injecting fluids into rock formations at pressures exceeding the fracture gradient to propagate fractures, excluding conventional well stimulation, workover procedures, routine cleanout, maintenance, damage removal, and acidizing techniques.

Prohibits fracking throughout Florida, and specifies that permits for drilling or operating wells do not authorize fracking activities.

Requires well operators to provide written notice to the Department of Environmental Protection before performing routine well cleanout, maintenance, formation damage removal, or techniques to enhance or restore natural formation permeability.

Takes effect upon becoming law.
