• Revises charter school sponsor services and administrative fee structures, requiring sponsors to provide access to teacher preparation programs and limiting administrative fees to 2-5% based on school enrollment and type.

• Establishes uniform core curricula requirements for state-approved teacher preparation programs, including instruction in Florida Educator Accomplished Practices, reading strategies, literacy practices, English language learner instruction, and character-based classroom management.

• Modifies teacher certification requirements to allow alternative demonstrations of general knowledge mastery and creates a professional development certification and education competency program for individuals with temporary certificates who failed general knowledge exams.

• Changes certification examination fee structures to apportion costs to each part of multipart exams, allowing applicants to retake only failed portions rather than the entire examination.

• Takes effect July 1, 2019.
