Requires recovery care centers to obtain a license from the Agency for Health Care Administration in order to operate in Florida, making licensure mandatory like hospitals and ambulatory surgical centers.

Makes it unlawful for any facility to use or advertise itself as a "recovery care center" without first securing the required state license.

Exempts veterinary hospitals and commercial business establishments that use "recovery care center" as part of a trade name if no human treatment is performed on the premises.

Adds recovery care centers to the list of entities subject to licensure requirements and regulations under Part II of Chapter 408, Florida Statutes.

Effective date is contingent upon CS/HB 25 or similar legislation being adopted in the same legislative session and becoming law.
