Terminates the Public Defenders Revenue Trust Fund (FLAIR number 21-2-059) within the Justice Administrative Commission.

Transfers all current balances and revenues from the terminated fund to the Indigent Criminal Defense Trust Fund within the Justice Administrative Commission.

Requires the Justice Administrative Commission to pay outstanding debts and obligations of the terminated fund, with the Chief Financial Officer closing out the fund from state accounting systems.

Repeals section 27.61, Florida Statutes, and amends sections 318.18 and 817.568 to redirect deposits from the Public Defenders Revenue Trust Fund to the Indigent Criminal Defense Trust Fund, including $1.67 from traffic violation penalties and $250 from identity theft surcharges.

Takes effect July 1, 2019.
