CS/HB 7089 Summary

• Restores automatic voting rights to felons upon completion of all sentence terms (including probation/parole), except for murder or felony sexual offense convictions which require executive clemency.

• Modifies voter registration application to not require felons with restored rights to disclose prior convictions, and establishes strict construction of eligibility provisions in favor of applicants.

• Requires Department of State to identify ineligible voters and notify them within 7 days with documentation; voters have 30 days to respond before removal from registration rolls and right to request a hearing.

• Mandates Department of Corrections inform inmates and offenders about voting rights restoration upon completion of sentences and send monthly lists to Florida Commission on Offender Review of those potentially eligible.

• Requires transition assistance specialists and county detention facility administrators to provide inmates information about voting rights restoration and accounting of outstanding financial obligations before release.
