• Initiative amendment sponsors must register with the Secretary of State before collecting signatures and provide sponsor information, petition circulator details, and sworn statements from circulators.

• Sponsors must deliver petition forms to supervisors of elections within 10 days of signing; violations result in fines of $50-$250 per form ($500-$1,000 if willful), with a $1,000 annual aggregate cap per sponsor.

• Supervisors may only verify signatures if the sponsor is registered and the petition was submitted within 10 days; qualified electors with rejected signatures may submit new forms directly to supervisors.

• Financial Impact Estimating Conference financial impact statements are reduced from 100 to 75 words; ballots for initiative amendments must include percentage of in-state contributions, out-of-state circulator use disclosure, and fiscal impact information.

• Compensation for petition circulators based on number of forms gathered is prohibited as a first-degree misdemeanor; willfully submitting false information or failing to disclose required information is a third-degree felony.
