Prohibits counties, municipalities, and other local governments in Florida from regulating vegetable gardens on residential properties, making any such existing ordinances void and unenforceable

Allows local governments to continue enforcing general regulations that do not specifically target vegetable gardens, including rules on water use during droughts, fertilizer use, and invasive species control

Defines "vegetable garden" as a plot of ground where herbs, fruits, flowers, or vegetables are cultivated for human consumption

Declares the Legislature's intent to encourage sustainable cultivation of vegetables and fruits at all production levels, including for personal consumption
