Prohibits licensed professionals (physicians, psychologists, clinical social workers, marriage and family therapists, mental health counselors) from practicing conversion therapy on individuals under 18 years of age

Defines conversion therapy as any practice aimed at changing an individual's sexual orientation, gender identity, gender expression, or reducing same-gender attraction

Exempts counseling that supports individuals undergoing gender transition or provides acceptance, coping support, and identity exploration without the goal of changing sexual orientation or gender identity

Licensed professionals who practice or attempt to practice conversion therapy on minors would face disciplinary proceedings by the Department of Health and appropriate licensing boards

Effective date of July 1, 2019
