Removes the state preemption that prohibited local governments from enacting rules, regulations, or ordinances regarding the use, sale, prohibition, restriction, or taxation of auxiliary containers, wrappings, or disposable plastic bags

Repeals the preemption that reserved regulation of polystyrene products to the Department of Agriculture and Consumer Services, allowing local governments to regulate these materials

Restores local government authority to pass their own regulations on single-use plastics and polystyrene (Styrofoam) products

Effective date of July 1, 2019
