Creates the "Emergency Medical Air Transportation Act" establishing an account within the Emergency Medical Services Trust Fund to increase Medicaid reimbursement payments to emergency medical air transportation providers

Adds a $1 penalty to all moving violations under Chapter 316 (except school zone and red light camera violations), with proceeds transferred quarterly to fund the new account

Directs the Division of Emergency Preparedness and Community Support director to meet with providers by September 1, 2019 to develop reimbursement distribution methodology

Allows increased Medicaid reimbursements up to providers' customary fees, using account funds combined with federal matching funds

Prohibits use of general revenue funds to offset increased reimbursement costs; funds may only be distributed when sufficient moneys exist in the dedicated account
