Authorizes law enforcement officers to arrest individuals without a warrant when they have probable cause to believe the person committed a criminal street racing violation under s. 316.191(2)

Changes the standard for warrantless arrest from officer "determines" a person was racing to officer "has probable cause to believe" a violation occurred

Adds racing violations to the list of offenses in s. 901.15 for which warrantless arrests are permitted

Maintains existing provisions allowing courts to order impoundment or immobilization of vehicles used in racing violations for up to 30 business days

Effective date of July 1, 2019
