Establishes that guardianship proceedings for a child or young adult under dependency court jurisdiction may be filed in either the county where the child resides or the county having jurisdiction of the dependency case

Requires the Department of Juvenile Justice to notify the dependency court, Department of Children and Families, Guardian Ad Litem Program, and the child's attorney ad litem when transferring a dependent child between commitment facilities or programs

Authorizes courts to receive and consider information from the Guardian Ad Litem Program and the child's attorney ad litem during predisposition reports and commitment proceedings for children under dependency court jurisdiction

Adds the Guardian Ad Litem Program as an authorized participant in community reentry teams that assist juvenile offenders transitioning to adulthood with case planning, life skills training, and employment support
