Authorizes law enforcement agencies to use drones to prepare for and monitor safety and security at "large-scale events" (public or private events with more than 100 attendees at arenas, stadiums, convention halls, outdoor venues, or government-owned property)

Permits drone use at large-scale events for evaluating crowd size, density, and movement; assessing public safety vulnerabilities; determining staffing levels; and identifying possible criminal activity

Prohibits law enforcement from equipping drones with tear gas canisters, stun gun technology, firearms, or any other dangerous or deadly weapon, and bans firing projectiles from drones

Defines "dangerous or deadly weapon" as any firearm, weapon, device, instrument, or substance capable of causing death or serious bodily injury

Effective date of July 1, 2019
