Creates a new category of "medical marijuana retail facility" licensed by the Department of Health to dispense marijuana, delivery devices, and edibles to qualified patients and caregivers, with licensing to begin by August 1, 2019

Restricts each medical marijuana treatment center to contracting with no more than 10 medical marijuana retail facilities for dispensing, and prohibits treatment centers from directly owning or operating retail facilities

Limits individuals and entities to one medical marijuana retail facility license each, with each license valid for only one physical location, and prohibits those with 5% or more ownership in one facility from acquiring interest in another

Requires retail facility applicants to demonstrate financial stability, pass background screenings, employ a medical director, maintain $250,000 liability insurance per facility, and submit diversity plans for minority and veteran involvement

Prohibits medical marijuana retail facilities from cultivating, processing, or transporting marijuana, making wholesale purchases, engaging in Internet sales, or allowing onsite consumption, while subjecting them to the same security, advertising, and inspection requirements as treatment centers
