Requires law enforcement to obtain a search warrant supported by probable cause to access content from cellular phones, microphone-enabled household devices (smart speakers, etc.), and portable electronic communication devices

Expands grounds for issuing search warrants to include content held within electronic devices as evidence relevant to proving a felony has been committed

Establishes that real-time location tracking (including cell-site data and GPS data) and historical location data require a search warrant, with tracking periods limited to 45 days with possible extensions for good cause

Allows emergency location tracking without a warrant only when there is immediate danger of death, serious injury, or prisoner escape, provided a warrant application is filed within 48 hours

Requires law enforcement to serve notice on tracked individuals within 10 days after tracking ends or records are received, with courts able to postpone notice for 90-day periods upon showing of good cause
