Requires Florida postsecondary educational institutions (Florida College System institutions, state universities, and eligible independent colleges) to place a prominent notation on academic transcripts of students permanently dismissed for sexual misconduct offenses

Defines sexual misconduct as fondling of genital area, groin, inner thighs, buttocks, or breasts, as well as oral, anal, or vaginal penetration

Mandates institutions notify students that permanent dismissal for sexual misconduct will be documented on their transcript

Requires institutions to establish procedures for removing transcript notations if a student is subsequently found not to have committed the sexual misconduct offense

Directs the State Board of Education and Board of Governors to adopt rules and regulations implementing these requirements, effective July 1, 2019
